How to fix “an error occurred while loading a higher-quality version of this video”

I have a iPhone XR and my storage has around 30GB extra space on iCloud and on my actual phone I have 7GB extra space yet my video still won’t load? I’ve been importing videos from my Mac for the past 2-3 weeks the same way, yet for some reason, yesterday it just decided to put that error. My phone is fully updated I’ve tried all the tricks to try an fix it (I’ve turned on and off my phone, I’ve favourited the videos, I’ve added edits onto the video, I’ve tried using my data, I put it in iMovie and I’ve tried exporting it again) this never had happened before so I’m unsure what is happening? Also I export using QuickTime player in videos around 30-60 seconds.
