Can I recover my old iPhone with my new phone if thy both use the same iCloud when I forget the password

Just curious if I can recover my old phone which is a iPhone se with using iCloud when I forgot my passcode. And if I could use my new phone to access anything because both phones are under the same iCloud

I don’t remember the passcode of my old iPhone. I don’t remember the passcode of my old iPhone and if I try the password one more time the phone will be disabled. My old iPhone has my iCloud information I think if that helps but I don’t know what to do if it doesn’t. Can someone please help 🙏
