App error Do Not Honor when I use Apple Pay

I use Apple Pay quite often and have very few problems with it. Yesterday, and again today, I was trying to pay my car insurance on their app where I have always used Apple Pay. It returns “ERROR, Response code: 530, response message: Do Not Honor”. I contacted both the insurance company and the bank and they both say they didn’t decline it. My bank recommended bypassing Apple Pay and entering the card info directly in the app. That worked, the payment was accepted. It’s the exact same card I was using in Apple Pay. So it seems like the problem is Apple Pay. I have used Apple Pay in this same app and in other apps and it works, and has worked for all apps, including this insurance company app, within the last few weeks. So what could be going on with Apple Pay that it wouldn’t work for this payment and resulting in this error?
