Not every freshly generated Apple ID account is ready for the iTunes Store. You will need to add enough information.

The email address will have to be confirmed by responding with a code.
The Apple ID account will need to have a valid billing address (typically your home address).
The Apple ID account will need to have a valid payment method (or ‘None’ if you never subscribe or buy).

The best way to manage the account details is on an Apple mobile device or on a computer (Mac or PC).
