iPad Pencil tool turns PDF black

When I open a PDF on my iPad and try to use the pencil tool, it turns my PDF black. The tools are still there on the bottom of the screen but I cannot see the writing on the PDF? I have updated the IOS. I have deleted the Safari browsing data and cache. Anyone else having this issue?
