Can't Access App Menu on Apple TV

The screen showing all of the rotating photos appears, but we can't access the app menu. Have tried everything, including unplugging the Apple TV and plugging it back in. Any other suggestions?

The remote needs to be linked to the Apple TV, or the Apple TV will ignore any commands from it.

It is an older system with the silver remote. Because I cannot navigate to the apps menu, I can't access the System settings to determine if it is 2nd or 3rd generation.

The remote is working. We actually have two remotes and neither one can get it to do anything. We hear the "click" like something should be happening, but it doesn't.
