Switching between windows of one app (Cmd+`) is inconsistent to switching between apps (Cmd+Tab)

When using Cmd+Tab, the last used application is reordered so that when I press Cmd+Tab again, I switch to that previous app, which is very useful as most switches occur between two same windows (e.g. a work app and a messenger).

This is not the case for switching between windows of one application (Cmd+`) though, and if I have 5 app windows opened, I either need to remember when I should press backward switch (Shift+Cmd+`) or to press Cmd+` 4 times instead of 1. Also, I can't access fullscreen windows with this approach. Can it be somehow configured or fixed? Thanks.

Full screen windows get their own separate Spaces, so you won’t reach them with command-`, just as you won’t be able to cycle between non-full screen windows that happen to be in different Spaces. Spaces, however, can be set to reorder on most recent use, and you can use control-left or right to switch to different Spaces.

I am not aware of any settings you could change to alter the cycling between windows behavior. You may use the feedback page to make a request:
