Can I pair AirPods with only one in case? I stepped on the other one outside now it’s broke

To be able to set up or pair AirPods with a device, both would be required. If you have a replacement case, you would need both AirPods to set up the case successfully. You can see more about that here: Set up your replacement AirPods or charging case
If your one remaining AirPod is unpaired with your iPhone, you would need both to be able to pair again. See more about that here: Connect and use your AirPods and AirPods Pro

I have 1 AirPod that’s already paired to my phone but not the case it came in, I do have another case though is it possible I may use that case?
