Press the option key when you launch the Photos application. This will open a list comprised of your iPhoto Library, and if you have added some pictures to Photos already, your Photos Library too.
Select your iPhoto Library, and the Photos application will migrate that content into the Photos Library for you. The next time you launch Photos, do not use the option key.
