The Mac version of Numbers was created first.
iOS versions came later, and consideration of the smaller screen size and 'in the field' use likely contributed to adding 'forms' to the feature set of that version.
You can Provide Numbers Feedback to Apple using the menu item of that name in the Numbers menu. Feedback can include a Feature enhancement request tht this feature be added to Numbers for Mac.
