I purchased a apple watch for a friend on the 23rd of Feb and it is now acting up, out of the blues yesterday it asked him to reset it because the password was entered wrong too many times which was weird because it waa just sitting on a table charging. Now after it was reset it is not downloading any apps on it

Make sure the watch is paired with the phone. Even after reset.
Open the watch app on the iPhone.
on the very top left corner, look for; All Watches. Click it.
then pair again. If need be... unpair and do it again.
