My phone software needs to be updated and it’s not updating

Your phone, if it's an iPhone 6s, should have no trouble with update past iOS 13.x.

(Have you tried to remove the failed installer, and restart the iPhone. Then
download the iOS installer again? Not sure how that's done, but is doable.)
