Why is High Sierra not available on the U.S.A/Canada iTunes nor the App Store?

I'm not using a VPN nor Proxy service, the macOS just isn't available for download. Is there anywhere else I can download a legitimate copy of this macOS?

Try installing this in Safe Mode, but not using Firefox...
