Is it true that macOS Catalina is not available in iTunes in Canada?

Banktivity 5 does not work with macOS Big Sur on my new macbook air. I would like to upgrade the application, but the newest Banktivity 8 is not compatible with macOS High Sierra. I usually like to continue to use the older computer with an older OS for a time because many applications don't work with the newer OS's. To solve the issue, I would like to upgrade from High Sierra to Catalina. However, when I went online to do that, it connected me with iTunes, and apparently this upgrade is not available in Canada.

Anyone have intel on this?? Thanks
