Downloading apps from the App Store.

Hello! I have an iPhone 11 and TONS of other apple devices such as iPads, Apple watches, router extenders, and macs. Below is what happens when I try to download an app. OK never mind it is not letting me attach the file. Or gas motor whenever I try it it says there was a problem with billing with the previous purchase and when I tried to enter my credit card it enters but then it does not even appear on my account it is still not let me purchase please help with this.
