App Store won’t let me download apps

I have been trying to download apps on my iPad using my Apple ID. It says I never downloaded apps using this Apple ID ( which is true ). I then fill out the form with my billing information and everything is. Omelette, but it says that the form has not been completely filled out. I have been on the Apple ID website to try to fill in more information but nothing has worked.
