Resetting apple ID without email access or security questions?

Hi! My grandpa's iPad is activation locked and in order to access his apple ID we need to reset it either by email or security questions. The problem is, my grandpa's yahoo account is locked and he doesn't remember his security questions. I am able to provide documents to verify my grandpa's identity if needed to access his account and unlock his iPad. I already tried going through apple support on the website and every option just tries to get me to the area where I either send a reset email or answer security questions and I can't do that. Is there any other way to reset the apple ID?

If he is the original owner, have him contact Apple. Apple can remove the ID if provided the required paperwork.

Request additional support for unlocking your device

Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)
