changing the Apple ID on a iPad

I want to change an iPad from one child's Apple ID to another. They are both in my Family. Anyone know how to do this? thanks so much

Get a verification code and sign in with two-factor authentication - Apple Support

If nothing in there works for you, your daughter may need to request account recovery.

update - I have managed to restore the iPad and now want to log in using my daughter's Apple ID. Unfortunately it keeps sending a verification code to her phone... which she has lost. Is there anything we can do?
