You'll want to confirm that you're running the latest iOS version. If not, then Update your iPhone, iPad, or iPod touch. Also, be sure to Update your carrier settings on your iPhone or iPad. Updates resolve issues both big and small. 

If the issue remains, let us know if you have any call blocking apps installed in Settings > Phone >Call Blocking & Identification.
