Preview not saving recent highlights

I've been having a problem with Preview recently in which I highlight text in a PDF, save it, close it, and when I re-open it, the most recent highlights aren't there. I've experimented with saving the changes numerous times and with multiple documents and after numerous restarts and pram resets. It usually loses the 3-4 most recent highlights I make and keeps the older ones. It seemed to start shortly after the 2nd to most recent Big Sur upgrade.

MacBook Air 13″, macOS 11.2

Boot into Safe Mode by booting with the Shift key held down and check there to see if the problem persists. Reboot normally and test again.

NOTE: Safe Mode boot can take up to 10 minutes as it's doing the following;

• Verifies your startup disk and attempts to repair directory issues, if needed

• Loads only required kernel extensions (prevents 3rd party kernel/extensions from loading)

• Prevents Startup Items and Login Items from opening automatically

• Disables user-installed fonts

• Deletes font caches, kernel cache, and other system cache files
