YouTube requires iOS 11 or greater. iOS 11 was released by Apple in 2017, so it’s currently 3½ years behind the times. The current iPadOS version is 14.4.1.
The fourth generation iPad, released by Apple in 2012, cannot update beyond iOS 10.3.4.
It might qualify if it’s in good condition. Check here.
