can't turn off firewall

I am unable to install turbotax was advised to turn off firewall temporally.

When I go to firewall setting switch "grayed out" and can't change. I checked I am signed in as admin.

I've done google search but no answer yet.

Using Catalina 10.15.7

Have you unlocked the padlock at the bottom of the System Preferences> Security & Privacy> Firewall window.
