Whatever finance options Apple offers are country specific, based on the finance partner companies they have deals with in that country. In the USA there are several finance options listed under the “financing” option at the USA Apple web site. But I do not see any such finance section at the Apple Canada web site so it appears Apple itself offers no finance options in Canada (https://www.apple.com/ca/).

Yes if you have or get approved for an Apple Card you can use it’s financing for a sim-free iPhone purchase.

I actually visited the website just to confirm. Furthermore, I had my cousin whom lives in Montreal do the same.

Yes, but you cannot finance when buying direct from Apple Canada. You pay the full retail price up front. Online at the Apple Canada store, your one and apparently only option is pay in full and get a SIM free, carrier unlocked device, for any model of iphone.

But what does that have to do with the OPs question, which was could the finance the phone and buy it SIM free?
