If i send a iMessage to someone out of the country or not in my area will it charge me/cost money?

If it's blue no, you won't get charged, if it's green you will get charged. Basically if they are using an iPhone and they have iMessage set up you will be fine, for non Apple devices you will be charged., but also there are third party apps like Telegram or Signal that you can communicate without being charged and are not device specific.
