How do I rate the movies I rent on Apple TV?

It seems that this is still a relevant question, although there were no posted replies to the 94 other people who had this question when the thread was closed, so I re-opened the question after I figured out the answer:

As of today (March 13, 2021) Apple TV is an app on your mac where all your content for movie and television rentals / purchases is stored. To rate any content, choose the ellipses menu on the box art, choose Show Info, and then rate the movie via the numbering system. Though there is a comments section, it does not allow you to post any reviews; it is just a dummy field.

Big Head's Up: Apple TV only allows you to rate what is currently in your library, so if you've rented something you really liked (or disliked), you have to rate it before your rental period expires.

Update to the above: when your email receipt comes from Apple to show you what you have been billed for, there is a link to Write a Review. Clicking the link takes you to a place on ITunes that you cannot access, apparently, any other way, and allows you to review the movies that you purchased, as well as any others. While a bit clunky, at least there is a way to in fact write something that will be helpful to others.
