You could go to Settings -> Screen Time and set some restrictions there.
Screen Time does have some options.

Thank you, I did find that previously. And it does have a toggle that gives the impression that when slid to the green it will allow changes to data, while slid to gray it will stop changes to data. However, I had it slid to the gray and my child is still able to turn data on or off. She’s able to do this without a password...
