I want to create a USB macOS installer. When I click the “open” button to download the High Sierra installer, a message window pops up that says “This copy of the install macOS High Sierra application is damaged, and can’t be used to install macOS.”

Choose Applications from the Finder's Go menu, throw the installer away, and download another copy.
