If i got an ipad and a phone that wasnt apple, could i still facetime with my friends by creating an apple id or do i have to get an iphone to make the facetime work on the ipad?

iPad does not need an iPhone in order to make and receive FaceTime calls. However, you would need either an iPhone or a cellular iPad in order to make regular calls.

So, any iPad that you find on the Apple Website (iPad - Apple) will have a cellular model. All you need to do is find the iPad that is best for you! I can help you with that if you want.
