Okay so, my iPhone 11 doesn’t have the Face ID app or the setting category “Face ID and Passcode” at all.

I believe the reasoning for having this issue is because I had parental controls set on my previous phone and they were transferred to this one, probably preventing the app from getting on my new phone. I would like to be able to use this feature because it’s a key one for the iPhone 11 which i was looking forward to having, so if I could get some help with this it’d be much appreciated.

Your iPhone 11 has the ability to set Face ID and Passwords however the function is hidden due to Screen Time Restrictions (as you have found out).

Open Settings Screen Time Content & Privacy Restrictions Passcode Changes : Set this to ALLOW.
