Can separate family members on a family sharing plan set up and use their own separate credit card info to use for payment, or can there only be one form of payment all the family members use for App Store purchases?

Sort of. They can take their credit card down to Walgreens and buy themselves an Apple gift card, and redeem it to their own account. As long as they keep a sufficient credit balance on their account, their purchases will go against that credit balance before hitting the Organizer's credit card.
