Ipad App Removal

How do I remove an app from my iPad Air2? I can get the icons to jiggle, but no "X" appears and I cannot remove.

Please check: Settings - Screen Time - Content & Privacy Restrictions - iTunes & App Store Purchases - Deleting Apps = Allow.
