I can’t remove apps because the remove icon doesn’t show up when the app jiggles
How do I fix the fact that I can’t delete apps because after the app jiggles there isn’t a remove icon and the app isn’t one built into the IPad?

If Screen Time is enabled, ensure the app-delete option is enabled > Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support

Welcome to Apple Support Communities. We're happy to help with deleting the apps from your iPad. You can go to Settings > General > iPad Storage, scroll down and tap on the app you want to delete, and tap "Delete App". You can do this for as many apps as you need to delete from your device. Thanks for the follow-up info. If there are no Screen Time restrictions set, the next step will be to check for any profiles that may be installed on your device. Go to Settings > General > Profiles. If there are any profiles you don't recognize, you will want to remove them. If there are no profiles installed on the iPad, the next step will be to get in touch with Apple Support for further assistance:
