Does anybody knows How to Count Number of Cells with a Positive Value, say, of an entire column?
Also, how to do the same for the number of occurrence of the number of cells with a negative values?
Which Function(s) can I use?

If I'm understanding your question, you should be able to use the COUNTIF function for each.
for positive (assumes 0 is positive, and Value is column heading):
=COUNTIF(Value, ">=0")
for negative:
=COUNTIF(Value, "<0")
