24 hours when using UTC/GMT

Is there a way to force clock displays to show 24 hour time when selecting UTC A.K.A. GMT? Anyone using UTC is going to want 24 hour time.

What is needed is the ability to select the UTC time zone to be 24 hours format even as the others display AM/PM 12 hour format. 100% of pilots, emergency personnel, and armed forces want the time in 24 hours format when using UTC. There is literally no one in the world who wants UTC to display in 12 hour AM/PM on anything, be it iPhone or Apple Watch, it's frankly embarrassing.
