Trying to reset iPad however has forgotten password to iCloud.

My sister is unable to reset her iPad as she has forgotten the password to her apple ID which is the same as her iCloud account and therefore cannot access the email which is the only one for her apple ID. She also cannot remember the security questions. Is there any way to unlock the ipad and wipe the Apple ID from the iPad without using these?
