Having trouble with new phone XR. Keeps saying "iphone disabled. connect to itunes". But after following the online instructions, nothing works

If the iPhone is disabled, follow the instructions in this support document, If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support
