The “offline” status message is informational; this indicates that (a) the device location is not being updated - and (b) that commands that are sent will not be received until the device again establishes a network connection.

No, if it is offline it means it has no internet connection and thus there is no way to remotely interact with it. You cannot communicate with it at all if it is offline.
