Is there any Lost & Found operating in the vicinity where you found it? Otherwise there is not much you can do. If you have a local neighbourhood or company social media site or discussion group, you could perhaps mention it there, so the owner could hopefully see your posting.

Take it to the police,it may have been reported there as lost.
