There is no link to a safe version of GarageBand for MacOS 10.12.6 Sierra, that we would be allowed to post in Apple's own forums. We cannot post links to torrent sites here. Apple is no longer providing downloads for older versions of GarageBand outside the AppStore. The older GarageBand downloads have been removed from Apple's download page, after the certificate of the installers expired.
The App Store will allow us to purchase software, as long as we are running a recent version of Mac OS. we have to ensure to get all software we want, while our system version is the current version or at most a system version older. It is usually possible to reinstall older versions of an application, if we purchased it previously, and the purchase is associated with our our AppleID.
You can download older versions of an application only, if the application is showing in your list of previous purchases. If you previously owned GarageBand, open the App Store on your Mac and open the fourth tab "Purchases", not the entry tab. Make sure, you are signed in with the same AppleID you used, when you first purchased GarageBand. Then check, if GarageBand is listed in the previous purchases and click the download arrow there. If there eis no download arrow, there may still be a copy of GarageBand installed in Applications. Move it to the Trash, but do not open the Trash.
You can either use GarageBand '11, version 6.0.5, or an early version of GarageBand 10.
