cannot see the files through connected network

We got a new Mac mini to replace one that crashed. We have a network that connects all of our macs. The new mini connects to all of the other macs and can see their files but when the other macs connect to the new mini they can’t see the files on it. How do we connect and see the files?

Mac mini, macOS 10.14
