Add a background color to the Table of Contents

I've tried several ways of adding a background color to the table of contents with no real viable solution:

    1. Give the text a background color (this doesn't create any padding around the box)
    2. Add a shape (I'm not able to "Send to Back" so it sits on top of the Table of Contents)
    3. Make the above-mentioned shape a Section Master (Arrange > Section Masters) which creates the desired result except that it duplicates on all pages in that section.


Any suggestions?

Your ToC should be in its own section. Then in the next section, you can visit the Document panel > Section, and deselect Match previous section to gag repetition of your section master shape.
