iOS 13 update, downtime issue

Since the new iOS 13 update, downtime on my daughter's phone isn't working properly. The apps that REALLY need to be blocked (Farmville, instgram, snapchat, etc) stay working. Most of the apps go dark, but this feature doesn't do any good if the apps I need blocked stay available. I have tried through my phone in Family Sharing, and directly with her phone settings. I have gone into ScreenTime and confirm that the app isn't in AllowAlways, I have checked for updates, done a hard reset, everything I can think of. Help!
