How do I change over from my old account of my lost phone to a new account for my daughter's old phone.

If you/she are the original owner, contact Apple. Apple can remove the ID if provided the required paperwork.
Request additional support for unlocking your device
Either take the device, the original purchase receipt with the serial number, and a photo ID to the nearest Apple Store (if it has reopened)

See if she can recover the ID/password. Use every email address she can think of.

If she forgot the Apple ID password, enter the Apple (iCloud) ID, and click Forgot Password. See if she can get an email option if necessary.
Thanks for the replies but She does not know the icloud ID and Password either. Will follow up on a link from Mac Crunch also that I got and get back
