I am inquiring about my iPhone Xr that is new to me. I need to find out what I can do. With me calling out on my phone being out at my daughters house which lives about 15- 20 miles from where I live. Once I have dialed the phone it goes straight to a recording saying that I need to dial the phone again and then it will start ringing

Sounds like the phone you are calling has Do-Not-Disturb activated, but your phone number is in the Favourites of that phone. You need to call it again for the DND to be overridden

Ask your cellular carrier. That's not a function of the phone. It's something on the cellular network.
