Unable to open system preferences audio and accessibilities

My computer had been running very slow and the wheel of death spins for a few minutes.

i was very low on HD space but I freed up around 160 GB .

I can not access my audio preferences or my accessibility.

i noticed the problem when I tried open a logic project and all of my plugins were missing.

im not sure if it’s is enough info for someone to help me.
