VMWare Fusion is not M1 compatible. Rosetta 2 automatically downloads when needed.
Just to add, there are no compatible virtualization apps in release for M1 Macs.

Right now, Parallels has a beta version which only runs the ARM64 version of Windows from Surface Pros. You need a Microsoft Insider Program account to get that.
