Not able to use iCloud storage as I am not able to add payment method it’s decline by apple

I am not able to add payments as I am trying to add debit card it’s decline by apple as I talk to bank also they said they are not declining it as I am allow to use my card as I am using this card on e-commerce and online all over but I am not able to use it on apple only for iCloud storage as it’s decline and I also used another card that also showing same error massage when I try to use it on the payment method it’s not a problem with bank as I have talked to them also as I I have two three cards on payment same massage is displayed so fix the problems as I m attaching the screenshot from step by step pls go through and give the solid solutions due to I am losing my backup

If you still have a problem contact Apple:


Click here --> https://support.apple.com/choose-country-region/media-services Select an option and keep on working your way down the menu until you get to one saying your "topic isn't listed". This will present you with support by chat or telephone call.

I keep getting notifications that there was a problem with my iCloud storage payment, which is a debit card. The notifications have said it was declined. I verified with my bank that there is funds, and that they have approved the card for Apple Pay was well. I have no idea why Apple is saying it is declined. Is there a way to run it again to ensure that it works? I don't want to lose any data for my family. What do I do? I cannot delete it and add it back because I'm the family organizer and there has to be a card on file.
