Blurry Photos Until I Zoom In

Whenever I try to view my photos from the camera library they always appear out of focus UNTIL I pinch and zoom in and then the whole photo becomes sharp and clear. I have seen this issue pop up in forums all around with a couple of suggestions, I have tried:

  1. Restarting my iPhone.
  2. My photo library is not connected to iCloud, photo optimization is not a setting causing this issue.
  3. Restoring my iPhone, and using my iCloud back up.
  4. Restoring my iPhone, and setting up as a new iPhone.
  5. Adjusting the HDR settings of taking the photo. As well as the "View Full HDR" setting.
  6. Ensured that I have "Keep Originals" selected.
  7. Switch from Display Zoom from Standard to Zoomed and back.

None of these settings have made it so that I can view the photos in my camera roll with their full quality.

This seems to be a widespread issue that has not been addressed, as the only option seems to be the "Turn off optimization option for iCloud photos" and many still have this pervasive problem. Has anyone found a solution? Apple online support and in store have been unable to help me and have no clue what the problem is originating from.

Thank you for your help!

iPhone X, iOS 14
