Perhaps if the two memory sticks (or slots) were damaged, they might not reinstall.
Used to have instructions with image ~ most older pages aren't online anymore.
[fix it-sites may still have something this old]

These go into their slots a certain way, & carefully! ~ I recollect my iMac DV G3.
Mine was 400MHz 'slot-load' DVD/read+CD R/W, FW, 1999 vintage; green/white.

Since this forum is for current Macs, I will ask the mods to move this to the older hardware - is this an iMac or an eMac?
PS: Hopeful there's no damages to memory slots in the Mac when RAM was removed.
Could be problem with memory chips, if static damaged; or from actual pulling.
Good luck in any event!🤖🌻🌿❄️🌤
