In the initial setup of my new Mini, I am asked to choose a WiFi network and then enter my password. How to do this if keyboard not connected. I do not see an Apple menu or Sys Prefs. I’m assuming these are available after I finish the initial setup.

You need to connect a keyboard. If you have a blue tooth keyboard and it is not recognized then get an inexpensive USB wired keyboard to do the initial setup.
